Site access
The capacity of the Bella Center is limited to 15,000
people for safety reasons. The secretariat has been
closely monitoring the level of access to the venue;
this is progressively moving towards the limit.
Consequently, additional measures regarding access must
be put in place.

In order to regulate access to the venue, the
distribution of secondary cards for intergovernmental
organizations and non-governmental organizations will
begin today, Saturday, 12 December.

Beginning on Tuesday, 15 December, access to the Bella
Center by the representatives of  IGOs and NGOs will
require a conference photo badge and a secondary card.

Collection of secondary cards
Only the designated contact points (DCPs) of the
admitted observer organizations or, if the DCPs are not
attending, the heads of delegation on the nomination
letter are authorized to collect the badges.

Location of distribution
The badges will be distributed at the Information
Counter.

Time of distribution
12 December: 9:30 - 18:00
14 - 18 December: 10:00 - 12:00 and 15:00 - 18:00

Site access cards
In this system, each organization will receive “COP 15
Observer Organization” cards for a set quota of
representatives who can enter the premises. These cards
are transferable among the representatives within one
organization.

Please note that the quota per organization is recorded
in the badge scanning system, so that the number of
representatives entering the premises can be accurately
counted. The moment an organization reaches its quota,
no more representatives from the same organization will
be
allowed in.

The participants must present the card along with the
photo badge to the security officers at the badge
scanning point in order to access the conference site.
